According to a couple of sources, Jack Chick does use figures from popular culture as the basis of some of this characters. He also uses co-workers and even himself (apparently the cover of "The Gay Blade" is modeled after Jack himself.)
I just discovered this webpage www.316now.com which has a series of films based on actual Jack Chick tracts. No Selleck, but it's a blast.
